General 1. requirements
Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, fully implement Xi Jinping's economic thought and Xi Jinping's ecological civilization thought, fully and accurately implement the new development concept, Accelerate the construction of a new development pattern, unswervingly follow the path of ecological priority, conservation and intensive, green, low-carbon and high-quality development, and high-carbon, coordinate to promote carbon reduction, pollution reduction, green expansion, and growth, deepen the reform of the ecological civilization system, improve the green and low-carbon development mechanism, accelerate the comprehensive green transformation of economic and social development, and form a spatial pattern, industrial structure, and production mode that saves resources and protects the environment. Lifestyle, comprehensively promote the construction of a beautiful China, and accelerate the modernization of harmonious coexistence between man and nature.
In the work to do:
-- Insist on comprehensive transformation. Firmly establish the concept that green water and green mountains are golden mountains and silver mountains, integrate the requirements of green transformation into the overall economic and social development, promote green transformation in all directions, all fields, and all regions, and build a community of human and natural life.

Fully consider the actual development of different regions and different industries, adhere to the combination of overall planning and key breakthroughs, scientifically set the timetable, roadmap, and construction drawings for green transformation, and encourage qualified regions and industries to explore first.

The main objectives are: by 2030, positive progress will be made in green transformation in key areas, green production methods and lifestyles will be basically formed, the coordination capacity of pollution reduction and carbon reduction will be significantly enhanced, the utilization efficiency of major resources will be further improved, the policies and standard systems supporting green development will be improved, and remarkable results will be achieved in the comprehensive green transformation of economic and social development. By 2035, a green and low-carbon circular development economic system will be basically established, green production methods and lifestyles will be widely formed, significant progress will be made in reducing pollution and carbon reduction synergies, the efficiency of major resource utilization will reach the international advanced level, and economic and social development will fully enter the green low-carbon On the track, carbon emissions have steadily decreased after reaching the peak, and the goal of a beautiful China has basically been achieved.
2. Construction of Spatial Pattern of Green, Low-carbon and High-quality Development
(I) optimize the pattern of land space development and protection. We will improve the national unified, clear responsibilities and rights, scientific and efficient land and space planning system, strictly abide by the three control lines of cultivated land and permanent basic farmland, ecological protection red line and urban development boundary, and optimize all kinds of spatial layout. We will improve the institutional system of the main functional areas, promote the comprehensive layout of the main functions, refine the division of the main functional areas, and improve the differentiation policy. Accelerate the construction of a nature reserve system with national parks as the main body, nature reserves as the basis, and various natural parks as supplements. Strengthen the ecological environment zoning control. We will improve the system for the development and protection of marine resources, systematically plan marine development and utilization, and promote the coordinated and sustainable development of land and sea.

We will continue to increase support for the green transformation of resource-based areas and old revolutionary base areas, and cultivate and develop green and low-carbon industries.
3. accelerates the green and low-carbon transformation of industrial structure

Reasonably raise the resource and environmental access threshold for new construction, reconstruction and expansion projects, and resolutely curb the blind launching of high energy consumption, high emissions, and low-level projects.
(IV) vigorously develop green low-carbon industries. Accelerate the development of strategic emerging industries, build a green manufacturing system and service system, and continuously increase the proportion of green and low-carbon industries in the total economy. We will speed up the cultivation of competitive green and low-carbon enterprises, and create a number of leading enterprises and specialized new small and medium-sized enterprises. Vigorously promote contract energy management, contract water-saving management, environmental pollution third-party governance and other models and environmental management services oriented to the effect of environmental governance. Promote the high-quality development of the cultural industry and promote the deep integration of culture and tourism. We will actively encourage the accelerated development of green and low-carbon-oriented new industries, new formats and new business models. By 2030, the scale of energy conservation and environmental protection industry will reach about 15 trillion yuan.

Promote the deep integration of industrial digital intelligence and greening, deepen the application of artificial intelligence, big data, cloud computing, industrial Internet, etc. in the fields of power system, industrial and agricultural production, transportation, construction and operation, and realize the green transformation of digital technology. Promote all kinds of users to "go to the cloud, use numbers, and give wisdom", and support enterprises to use digital technology and green technology to transform and upgrade traditional industries. Promote the construction of green and low-carbon digital infrastructure, promote the energy-saving and carbon-reducing transformation of existing facilities, and gradually eliminate "old and small scattered" facilities. Guide the green and low-carbon development of digital technology enterprises, and help upstream and downstream enterprises to improve their carbon reduction capabilities. Explore the establishment of efficient monitoring of environmental pollution and meteorological disasters, active early warning, scientific analysis, intelligent decision-making system. Promote the construction of real-life three-dimensional China and the application of space-time information empowerment.
4. and Steadily Promote Energy Green and Low-carbon Transformation
(VI) strengthen the clean and efficient use of fossil energy. Strengthen the construction of the energy production, supply, storage and marketing system, insist on establishing first and then breaking, promote the safe, reliable and orderly substitution of non-fossil energy for fossil energy, continue to optimize the energy structure, and accelerate the planning and construction of a new energy system. We will resolutely control the consumption of fossil energy, deeply promote the clean and efficient use of coal, strictly and reasonably control the growth of coal consumption during the 14th five-year Plan period, and gradually reduce it in the next five years, on the premise of ensuring the safe supply of energy, key areas will continue to implement the total amount of coal consumption control, and actively and orderly promote the substitution of bulk coal. We will speed up the "three-change linkage" of energy-saving and carbon-reducing transformation, flexibility transformation and heating transformation of coal-fired power units in active service, and rationally plan and build the regulatory and supportive coal-fired power necessary to ensure the safety of the power system. Increase the exploration and development of oil and gas resources and increase reserves and production, and accelerate the integration of oil and gas exploration and development and new energy development. Promote the construction of carbon dioxide capture utilization and storage projects.
(VII) vigorously develop non-fossil energy. We will speed up the construction of clean energy bases such as northwest wind power photovoltaic, southwest hydropower, offshore wind power and coastal nuclear power, actively develop distributed photovoltaic and decentralized wind power, and develop new energy sources such as biomass energy, geothermal energy and ocean energy according to local conditions. we will promote the development of the whole chain of "storage, transportation and use" of hydrogen energy. Coordinate hydropower development and ecological protection, and promote the integrated development of water and scenery. Actively develop nuclear power in a safe and orderly manner, and maintain a reasonable layout and a stable pace of construction. By 2030, the proportion of non-fossil energy consumption will increase to about 25%.
(VIII) speed up the construction of new power systems. Strengthen the convergence and coordination of clean energy bases, regulatory resources and transmission channels in terms of scale capacity, spatial layout and construction rhythm, encourage the layout of natural gas peaking power stations in areas where gas sources can be implemented and gas prices can be affordable, and scientifically lay out pumped storage, new energy storage and photothermal power generation, so as to enhance the safe operation and comprehensive regulation capacity of the power system. Build a smart grid and accelerate the construction of microgrids, virtual power plants, and integrated projects for source network load storage. Strengthen power demand side management. We will deepen the reform of the power system and further improve the institutional mechanisms that adapt to the new power system. By 2030, the installed capacity of pumped storage will exceed 0.12 billion kilowatts.

(IX) optimize the transportation structure. Build a green and efficient transportation system, improve the national railway, highway, and water transportation network, promote the rational division of labor and effective connection of different transportation modes, and reduce the empty load rate and unreasonable passenger and freight turnover. We will vigorously promote the development of "one single system" and "one box system" of multimodal transport, speed up the construction of special railways for freight transport and high-grade inland waterway networks, promote the construction of special railway lines for major ports, large industrial and mining enterprises and logistics parks, increase the proportion of green collection and distribution, and continue to increase the proportion of railway and waterway transportation of bulk goods. Optimize civil aviation routes and improve the level of electric intelligence in airport operation.
(X) the construction of green transportation infrastructure. Improve the green and intelligent level of new stations, airports, docks, and expressway facilities, promote the energy-saving and carbon-reducing transformation and upgrading of existing transportation infrastructure, and build a number of low-carbon (near-zero carbon) stations, airports, docks, and expressway service areas. We will improve infrastructure networks such as charging (exchange) power stations, hydrogenation (alcohol) stations and shore power, and speed up the construction of urban intelligent traffic management systems. Improve the urban and rural logistics distribution system and promote the green and intelligent transformation of distribution methods. In-depth implementation of urban public transport priority development strategy, improve the level of public transport services. Strengthen the construction of urban slow-moving systems such as pedestrian trails and bicycle lanes.
(11) Promote low-carbon transportation. We will vigorously promote new energy vehicles and promote the electrification of urban public service vehicles. Promote the adoption of clean power for ships, aircraft and non-road mobile machinery, accelerate the elimination of old means of transport, promote zero-emission freight transport, strengthen the research and development and application of sustainable aviation fuels, and encourage the research and development, production and application of net zero-emission marine fuels. By 2030, the carbon emission intensity of unit conversion turnover of operating vehicles will be reduced by about 9.5 per cent compared to 2020. By 2035, new energy vehicles will become the mainstream of new sales vehicles.
6. Promote the Development of Urban and Rural Construction Green Transformation
(12) the implementation of green planning and construction methods. Fully implement the requirements of green transformation in all aspects of urban and rural planning, construction and governance. Advocate the concept of green and low-carbon planning and design, strictly abide by the boundaries of urban development, control the excessive growth of new construction land, protect and restore ecological spaces such as green spaces, waters, and wetlands, and rationally plan areas where noise-sensitive buildings are concentrated. We will promote the construction of climate-adaptive cities and enhance urban and rural climate resilience. Promote green construction methods, give priority to green building materials, and deepen the comprehensive management of dust pollution.
(13) Vigorously develop green low-carbon buildings. Establish a building energy efficiency rating system. Increase the proportion of star-rated green buildings in new buildings and promote the large-scale development of ultra-low-energy buildings. Accelerate the energy-saving, water-saving and carbon-reducing transformation of existing buildings and municipal infrastructure, and promote advanced and efficient lighting, air conditioning, elevators and other equipment. Optimize the structure of building energy, promote the construction of building photovoltaic integration, promote the application of "light storage straight soft" technology, and develop clean and low-carbon heating.
(14) Promote the green development of agriculture and rural areas. Implement agricultural and rural carbon sequestration actions, optimize the planting and breeding structure, promote high-quality crop livestock and poultry varieties and green and efficient cultivation and breeding techniques, and promote the reduction and efficiency of agricultural inputs such as fertilizers and pesticides. Establish and improve the collection, utilization and treatment system of agricultural wastes such as straw, agricultural film, pesticide packaging waste, livestock and poultry manure, and strengthen the control of straw burning prohibition. We will further promote the improvement of rural human settlements and cultivate new industries and new forms of rural green development. Develop and utilize renewable energy according to local conditions, and promote clean heating in rural areas in an orderly manner.

(15) Vigorously promote energy conservation, carbon reduction and efficiency. High-level and high-quality energy-saving work, promote energy-saving and carbon-reducing transformation in key industries, and accelerate the upgrading of equipment and products. We will build a statistical accounting system for carbon emissions, strengthen the review of energy conservation in fixed asset investment projects, explore the evaluation of carbon emissions from projects, and strictly control the energy consumption and carbon emissions of new projects. Promote enterprises to establish and improve energy-saving carbon reduction management mechanism, promote energy-saving carbon reduction "diagnostic transformation" model, strengthen energy-saving supervision.
(16) Strengthen the intensive and efficient use of resources. We will improve the system of total resource management and overall conservation, and strengthen the whole process management and chain conservation of water, grain, land, minerals and other resources. Implement the rigid restraint system of water resources, develop water-saving industries, strengthen the use of unconventional water sources, and build a water-saving society. Implement the anti-food waste law, improve the long-term mechanism for food and food conservation, and carry out food conservation actions. Implement the most stringent farmland protection system and land conservation and intensive use system, promote land-saving technologies and land-saving models, optimize the development and utilization of stock land, and improve the efficiency of sea space utilization. Strengthen the exploration, protection and rational development of mineral resources, improve the efficiency of mining, and strengthen the use of low-grade resources.
(xvii) Vigorously develop a circular economy. We will further promote the circular economy to help reduce carbon emissions, promote the resource recycling production model, vigorously develop the resource recycling industry, promote the high-quality development of the remanufacturing industry, improve the quality of recycled materials and products, and expand the scale of substitution for primary resources. Promote the classification of household waste and improve the utilization rate of resources. Improve the waste recycling system, strengthen the ability of waste classification, disposal and recycling, and improve the scale, standardization and refinement of recycling. By 2030, the annual utilization of bulk solid waste will reach about 4.5 billion tons, and the output rate of major resources will increase by about 45% compared with 2020.
8. promotes green transformation of consumption patterns
(18) Promote green lifestyles. Vigorously advocate simple and moderate, green and low-carbon, civilized and healthy life concepts and consumption methods, integrate green concepts and conservation requirements into social norms such as citizen conventions, village regulations, student codes, and group regulations, and enhance the national awareness of conservation, environmental protection, and ecology Awareness. We will carry out green and low-carbon national action, guide the public to save water and electricity, oppose extravagance and waste, promote "CD-ROM action", resist excessive packaging, reduce the use of disposable products, guide the public to give priority to green travel modes such as public transport, walking and bicycles, extensively carry out patriotic health campaign, and promote the solution of environmental problems around the masses, such as noise, lampblack and stench, To form a social atmosphere advocating ecological civilization.
(19) Increase the supply of green products. Guide enterprises to carry out green design, select green materials, promote green manufacturing, adopt green packaging, carry out green transportation, recycle resources, and reduce energy resource consumption and ecological environment impact in the whole life cycle of products. Establish and improve green product design, procurement, and manufacturing standards and specifications, strengthen the construction of green product certification and labeling systems, improve energy efficiency and water efficiency labeling systems, and establish product carbon footprint management systems and product carbon labeling certification systems. Strengthen the management of green product and service certification, improve the regulatory mechanism of certification bodies, and cultivate green certification bodies with international influence.
(20) Actively expand green consumption. Improve the green consumption incentive mechanism. Optimize the government's green procurement policy, expand the scope and scale of green product procurement, and incorporate carbon footprint requirements into government procurement in due course. Guide enterprises to implement green procurement guidelines, encourage qualified enterprises to establish a green supply chain, and drive the collaborative transformation of upstream and downstream enterprises. Support qualified regions to encourage enterprises to adopt methods such as "trade-in" to guide consumers to purchase green products through the issuance of consumer vouchers and green points. Carry out new energy vehicles and green smart home appliances, water-saving appliances, energy-saving stoves, and green building materials to the countryside, and strengthen the construction of supporting facilities and after-sales service guarantees. Encourage users to expand green energy consumption.
9. play the supporting role of science and technology innovation
(21) Strengthen applied basic research. (22) Accelerate research and development of key technologies. Promote the self-reliance of green and low-carbon technology, take green transformation-related technologies as an important support direction for key projects related to the national key research and development plan, focus on energy green and low-carbon transformation, low-carbon and zero-carbon process reengineering, new power systems, carbon dioxide capture, utilization and Storage, resource conservation and intensive and recycling, new pollutant treatment and other fields, coordinate and strengthen key core technology research. Strengthen the dominant position of enterprises in scientific and technological innovation, support leading enterprises to take the lead in setting up key core technology research consortia, increase funding for green and low-carbon technology research and development of small and medium-sized enterprises, and encourage enterprises of all forms of ownership to participate in relevant national science and technology plans.
(23) Carry out innovation demonstration and promotion. Play the key leading role of innovation in green transformation. We will carry out multi-level pilot projects to promote the synergy of pollution reduction and carbon reduction in key areas such as industry, energy, transportation, urban and rural construction, and agriculture. We will implement green and low-carbon advanced technology demonstration projects and accelerate the demonstration, application and promotion of advanced and applicable technologies. We will improve the green and low-carbon technology evaluation, trading system and scientific and technological innovation service platform, explore business models conducive to the development of new green and low-carbon industries, and strengthen the creation, protection and application of intellectual property rights of green and low-carbon technologies. stimulate the innovation vitality of the whole society.
10. Improve the Green Transformation Policy System
(24) Improve the fiscal and taxation policies for green transformation. Actively build a fiscal and taxation policy system that is conducive to promoting green and low-carbon development and efficient use of resources, and support the construction of new energy systems, the transformation and upgrading of traditional industries, green and low-carbon technological innovation, the conservation and intensive use of energy resources, and the promotion of green and low-carbon lifestyles. Implement environmental protection, energy and water conservation, comprehensive utilization of resources, new energy and clean energy vehicle and vessel tax concessions. We will improve the green tax system, comprehensively implement the reform of water resources fees and taxes, improve the environmental protection tax collection system, and study and support tax policies related to carbon emission reduction.
(xxv) Enriched financial instruments for green transformation. Extend the implementation of carbon reduction support tools to the end of 2027. We will study and formulate financial standards for transformation to provide reasonable and necessary financial support for the green and low-carbon transformation of traditional industries. Banks are encouraged to guide the green allocation of credit resources on the basis of reasonable risk assessment, and where conditions permit, they can support the development of green credit through government financing guarantee institutions. Local governments are encouraged to reduce the cost of financing green bonds in a variety of ways. Actively develop green equity financing, green financial leasing, green trust and other financial instruments, and promote the innovation of carbon financial products and derivatives in an orderly manner. Develop green insurance and explore the establishment of a differentiated insurance rate mechanism.
(26) Optimize the green transformation investment mechanism. Innovate and optimize investment mechanisms, and encourage all types of capital to increase the proportion of investment in green and low-carbon areas. Investment within the central budget actively supports key projects in areas such as green and low-carbon advanced technology demonstration, energy conservation and carbon reduction in key industries, efficient recycling of resources, and environmental infrastructure construction. Guide and regulate social capital to participate in the investment, construction, and operation of green and low-carbon projects, and encourage social capital to establish green and low-carbon industry investment funds in a market-oriented manner. Support qualified new energy, ecological environment protection and other green transformation related projects to issue infrastructure real estate investment trust funds (REITs).
(27) Improve the green transformation price policy. Deepen the reform of electricity prices, improve the price mechanism that encourages flexible power sources to participate in system regulation, implement a coal-fired capacity electricity price mechanism, study the establishment of a new energy storage price formation mechanism, improve the tiered electricity price system and time-sharing electricity price policy, and improve the tiered electricity price system for high-energy-consuming industries. We will improve the policy of progressive price increase for residential water, non-residential water and special water, and promote the comprehensive reform of agricultural water prices. Support local governments to improve the charging model, promote the reform of the charging method of domestic waste disposal, and establish an incentive mechanism for the classification and reduction of urban domestic waste.
(28) Improve the market-oriented mechanism for green transformation. We will improve the market-oriented allocation system of resources and environmental factors, improve the trading system norms and supporting systems such as registration, transfer, transfer and mortgage, and explore financing tools based on the rights and interests of resources and environment. Improve the horizontal ecological protection compensation mechanism, improve the ecological product value realization mechanism. We will promote the construction of a national carbon emission trading market and a voluntary greenhouse gas emission reduction trading market, improve laws and regulations, and expand the scope of trading industries in a timely and orderly manner. We will improve the green power certificate trading system and strengthen the policy coordination of market-oriented mechanisms such as green power, green certificates and carbon trading.
(29) Build a green development standard system. Establish a carbon neutral standard system for carbon peaks, promote the formulation and revision of basic general standards and standards related to carbon emission reduction and carbon removal, and formulate standards for accounting, reporting and verification of enterprise carbon emissions and product carbon footprint. Accelerate the updating and upgrading of energy-saving standards, improve the energy consumption quota requirements for key products, and expand the coverage of energy consumption quota standards. Improve the renewable energy standard system and industrial green low-carbon standard system, establish and improve the hydrogen energy "storage and transportation" standards.
XI. Strengthening international cooperation on green transformation
(30) Participate in leading the global green transformation process. Adhering to the concept of a community with a shared future for mankind, we will actively participate in the formulation of international rules in areas such as climate change, marine pollution control, biodiversity protection and plastic pollution control, and promote the construction of a fair, reasonable and win-win global environmental and climate governance system. Promote the implementation of global development initiatives, strengthen South-South cooperation and cooperation with neighboring countries, and provide support to developing countries within their capabilities.
(31) Strengthen policy exchanges and practical cooperation. Expand multilateral and bilateral dialogue and cooperation channels, strengthen the construction of multilateral cooperation platforms in the field of green development, vigorously promote the effectiveness of China's green transformation, and actively learn from international experience. Strengthen green investment and trade cooperation, promote the construction of the "Green Silk Road", deepen practical cooperation with relevant countries, improve the environmental sustainability of overseas projects, and encourage the import and export of green and low-carbon products. Strengthen green technology cooperation, encourage universities and scientific research institutions to carry out academic exchanges with foreign parties, and actively participate in international scientific projects. Strengthen international cooperation on green standards and conformity assessment, participate in the formulation and revision of relevant international standards, and promote mutual recognition of carbon footprint and other rules with major trading partners.
XII. Organization and Implementation
(32) Uphold and strengthen the overall leadership of the Party. Under the centralized and unified leadership of the Party Central Committee, accelerate the comprehensive green transformation of economic and social development, and implement the party's leadership in the whole process and all aspects of work. All regions and departments should clarify the key tasks of the green transformation of their respective regions and departments, and implement these opinions in light of actual conditions. All relevant units, people's organizations and social organizations should actively promote the green transformation work in this field.
